Single-family Requirements
Owners or occupants of single-family residential premises (including multi-family premises with 4 or less units) in unincorporated San Diego County are required to comply with organics materials recycling requirements of the County Code. These requirements include separating and recycling designated recyclable and organic materials and subscribing to solid waste, recyclable and organic materials collection services from a qualified provider. Subscribing to collection services may be waived if the premises’ responsible party is granted a waiver, self-hauls recyclable and/or organic materials to a facility that reuses, salvages, recycles, or processes the materials, or meets exemption criteria of the County’s municipal code.

Densely and sparsely-populated areas
Densely-populated areas of the County are those with census tracts with 75+ people per square mile. Residents in the densely-populated areas must comply with all recycling requirements, unless registered as a self-hauler or granted a waiver. Sparsely-populated areas of the County are those with census tracts with less than 75 people per square mile. Single-family premises in the sparsely-populated areas are categorically exempt from the recycling of food scraps and food-soiled paper. Therefore, registering as a self-hauler or applying for a waiver for the recycling of food scraps and food-soiled paper is not necessary.
